直译是板凳的好。

reach除了这些限制之外，还有别的规定。
豁免的话是本身按范畴来说是要限制，但是由于某种原因不受限制。

Pyrene is not within the restriction scope of REACH.
REACH regulates all the chemicals, including pryene.
I suppose it is not within the SVHC list， just my opinion.
