特朗普再制裁31家中国企业 华为、海康威视、中国移动等在列

　　美国白宫官网在美国当地时间12日公布一项行政命令，禁止美国投资者对中国军方拥有或控制的企业进行投资，行政命令将于明年1月11日生效(在2021年11月11日之前，为剥离公司所有权而进行的(出售/收购)交易将会被允许)。该命令将禁止美国投资者对上述中国企业的证券进行任何交易。同时，它还禁止美国人在被认定为“中国军事企业”的60天内买卖这些企业的证券。被美国制裁的31家企业包含华为、海康威视、中国移动、中国联通、中国电信、中国电子科技集团有限公司等。

　　报道称，该规定旨在阻止美国投资公司、养老基金和其他机构买卖这些中国企业的股票，这些中国企业今年早些时候被美国国防部认定为受中国军方支持。

　　据了解，“中国军方控制或拥有名单”是美国1999年国防授权法案授权国防部编制一份被认定为中国军方“拥有或控制”且在美国有运营的公司名单，这些公司从事提供商业服务、制造、生产或出口，被列入清单并不代表企业会直接受到制裁。不过，企业被列入清单后，美国总统有权在无需宣布国家紧急状态的情况下，即可根据国际紧急经济权力法案(IEEPA)有权对清单中的公司采取制裁措施，包括查封清单上实体的所有财产。
