“无废城市”建设开始 固体废物检测市场可期
p 固体废物种类繁多,从产生、环境管理以及处置方式等角度划分,固体废物分为生活垃圾、农业废弃物、建筑垃圾、一般工业固体废物、危险废物(工业、医疗、社会源)等。对于不同的固体废物,由于其生产、危害以及处置方式不同,国家相应制定了不同的管理措施。/pp 对于固体废物管理,目前管理比较系统的领域包括固体废物进口管理、生活垃圾填埋/燃烧管理、生活废物分类管理以及危险废物管理等。其他类型的固体废物,虽然也有各种处置技术,但不同地区的技术发展水平不同,管理水平也有差异,基本是各自尝试,没有系统的推广。/pp 为统筹经济社会发展中的固体废物管理,国务院办公厅印发了“无废城市”建设试点工作方案,希望通过几个城市的试点,建立一套系统的固体废物管理办法,并探索量化指标体系,从而形成可复制、可推广的建设模式,strong重点关注的固体废物类型为大宗工业固体废物、主要农业废弃物、生活垃圾和建筑垃圾、危险废物/strong。/pp 为落实此方案,生态环境部发布了《“无废城市”建设试点实施方案编制指南》和《“无废城市”建设指标体系(试行)》。生态环境部筛选确定了strong广东省深圳市、内蒙古自治区包头市、安徽省铜陵市、山东省威海市、重庆市(主城区)、浙江省绍兴市、海南省三亚市、河南省许昌市、江苏省徐州市、辽宁省盘锦市、青海省西宁市/strong等11个城市作为“无废城市”建设试点。同时,将strong河北雄安新区、北京经济技术开发区、中新天津生态城、福建省光泽县、江西省瑞金市/strong作为特例,一并推动。/pp
