一个明确的信号已经发出：中央政府对高等学校的“投资效益”愈发看重。 　　最近，天津大学因为在“211工程”三期建设中成效突出，获得教育部、国家发展改革委、财政部批准的1360万元资金奖励。天大“211工程”建设办公室、研究生院学位与学科建设办公室主任陈志华教授对记者表示，这是中央政府第一次向“投入产出比”较高的高校发放奖金。 　　全国有28所“211工程”重点建设高校获得了这笔特殊的奖金，总额达到3.8323亿元。 　　多年前实施的《“211工程”建设实施管理办法》就曾指出，对成绩显著和效益突出的学校、重点学科建设单位和个人，将给予表彰。 　　陈志华认为，如今表彰落实到了“真金白银”的奖金，一方面是因为，随着财政性教育经费达到GDP的4%，教育投入明显增加，国库中有了一定的财力来奖励优秀，这是“211工程”一期、二期时不具备的条件。另一方面，目前“211工程”三期已经结束，下一期处于预研阶段，这笔奖金能够让成效显著、成果突出的项目获得不间断资助。 　　他对记者感慨，国家近些年一直强调绩效考核、绩效评价。这笔奖金明确地体现出了绩效评价的导向，将使基层更加重视投资效益。 　　自1995年起实施的“211工程”是我国教育史上第一个大规模的高等教育重点建设项目，目标是面向21世纪，重点建设100所左右高等学校和一批重点学科，实施以来累计112所高校入围。教育部部长袁贵仁曾表示，“211工程”已经关上大门，今后不会再有新的成员。 　　2012年，112所高校陆续接受了国家验收。此次验收的是2008年～2011年间实施的“211工程”三期建设项目。结果“几家欢乐几家愁”，一些高校大费周章，另一些轻松通过。 　　根据验收结果，教育部、国家发改委、财政部决定对较优秀的28所高校进行奖励，财政部安排1.3095亿元，国家发改委安排2.5228亿元。获奖高校可自主确定奖励资金使用方案，但要全部用于学科建设，并要上报奖金使用方案。 　　值得注意的是，虽然我国39所堪称重中之重的“985工程”高校均为“211工程”院校，但只有10所此次获得了奖励，分别是北京大学、中国人民大学、清华大学、北京航空航天大学、天津大学、哈尔滨工业大学、复旦大学、上海交通大学、中国科学技术大学、国防科学技术大学。 　　而在这些名校之外，一些知名度相对逊色但颇具特色与实力的高校也获得了奖励。奖金最多的是云南大学和西北大学，均为1483万。其他高校如天津医科大学、第四军医大学、第二军医大学、北京工业大学、北京林业大学、南京航空航天大学、南京农业大学、南京师范大学、苏州大学、华中师范大学、华中农业大学、上海财经大学、北京邮电大学、华东理工大学、华南师范大学、北京外国语大学，均是在某些学科领域“一招鲜”的高校。一些属于地方院校 ，比如，湖北地区的入选高校是华中师范大学和华中农业大学，华南师范大学则是广东惟一的获奖高校。 　　据了解，28所高校奖金基本在1360万元左右。鉴于“客观公正、围绕核心 分类奖励、统筹兼顾 按校奖励、适度支持”的评奖原则，一些特殊领域和地域的高校得到了倾斜。 　　“211工程”建设项目的验收流程是，项目到期后，高校向主管部委或地方政府提交项目竣工验收申请报告，主管部委或地方政府经审核后向国家发展改革委提出竣工验收申请报告，然后，国家发展改革委直接或委托主管部委或地方政府对建设项目组织国家竣工验收工作。验收专家组由国务院“211工程”部际协调小组办公室聘请。 　　2012年，三部委采取网络验收、抽查验收、委托社会独立机构验收等形式，对112所高校的目标完成情况、资金使用管理情况、建设成效和标志性成果、项目管理情况、总体评价等进行了验收，最后决定奖励那些重点学科建设项目综合排名靠前、且具有一定数量特别优秀重点学科建设项目(在本学科所属一级领域排名前10%)的高校。 　　中国人民大学获得的验收反馈结果是，该校8个重点学科建设项目综合得分为90分以上。其中在“经济”一级领域排名中，“中国特色经济学体系建设”建设项目在全国排名第一，“财政金融政策与管理”排名第二。该校决定将1360万元奖励资金主要用于重点学科、人才培养和孵化新兴交叉学科所需的基础设施建设以及支撑人才培养和学科建设的高水平实验室建设，继续以提高质量为核心，坚持“内涵发展”。 　　陈志华告诉记者，天津大学共有9个重点学科项目，经过建设，学科优质率得到明显提升，其中3个学科进入所属一级领域排名前10%，分别是“重大水利土木工程与防灾”、“能源高效转化与综合利用关键技术研究 ”、“精密检测技术及装备”。 　　天津大学在“211工程”三期建设总结时引述了教育部学位与研究生教育发展中心开展的2007～2009年学科评估结果，该校在那次评估中有化学工程与技术学科、仪器科学与技术学科位居全国首位。不过陈志华对记者说，任何排名都不是验收和发放奖金的依据，验收内容涉及科研、人才等多方面的非常细致的指标。验收专家给出评分，判断重点学科建设项目综合排名率情况。 　　据陈志华介绍，各高校将工程建设报告提交后，接受网络验收。部分高校还被单独抽查。而委托社会独立机构验收，并非是指大学排行机构，指的是在财务领域聘请了一些专家进行把关。 　　这笔奖金使不少高校更加坚定了“特色发展”的方向。天津医科大学表示，该校将以提高质量为核心，坚持内涵发展，“在不同层次、不同领域办出特色、办出水平”。 　　在奖励通知中，教育部等三部委指出，对建设成效显著的高校进行奖励，旨在贯彻落实国家教育规划纲要精神，引导高校“更加注重加强管理，更加注重提高效益，改革管理模式、引入竞争机制、实行绩效评估”，以奖促建、以奖促管，加快推进高水平大学和重点学科建设，全面提高高等教育质量。 　　有关“绩效评估”的表述出自《国家中长期教育改革和发展规划纲要(2010-2020年)》。“纲要”指出，今后会加快建设一流大学和一流学科，继续实施“985工程”和“211工程”，“改进管理模式，引入竞争机制，实行绩效评估，进行动态管理”。(原标题：中央政府用投资效益“敲打”高校)

p 　　在近日揭晓的第二十一届中国专利奖评选结果中，中国科学院长春光学精密机械与物理研究所的发明专利 “一种用于碳化硅素坯连接的粘结剂及其制备方法”(ZL201710888808.1)荣获中国专利奖优秀奖，该专利也是第三届吉林省专利奖金奖获奖项目。 /p p 　　该专利技术是大口径、超大口径碳化硅反射镜坯研制核心技术之一，解决了粘结剂的稳定性、粘结剂与坯体的润湿性、连接层的均匀性及连接强度控制等问题，实现了碳化硅素坯焊缝与基底的同质、高强连接，突破了超大口径碳化硅反射镜坯一体化连接技术瓶颈。 /p p 　　现代大型光学望远镜系统均采用反射式结构，最核心的部件是反射镜，且反射镜的口径越大，望远镜的分辨本领和聚光能力越强。一段时间内，我国在大口径反射镜材料研制上一直落后于欧美国家，完全依赖进口。 /p p 　　长春光机所自上世纪90年代开始着手从事光学级碳化硅陶瓷材料研究，在此基础上实现了目前国际上公开报道口径最大的碳化硅反射镜坯——Ф4.03m镜坯的制备，并研制成功了上百块不同口径的碳化硅反射镜坯，应用于火星探测、商业小卫星、车载光学仪器、星间通信、地基望远镜等领域，解决了我国大型光电系统反射镜坯制备的核心技术难题。 /p p 　　第二十一届中国专利奖授奖共授予30项中国专利金奖，10项中国外观设计金奖。58项中国专利银奖，15项中国外观设计银奖，696项中国专利优秀奖和60项中国外观设计优秀奖等。除了中国专利银奖和中国专利优秀奖获奖项目和此前的公示结果比有所减少外，其他获奖项目和公示结果相同。 /p p br/ /p
