3月23日，全国各省、自治区和直辖市的计量处长及代表在国家质检总局计量司组织下，齐聚上海参加“全国计量科普知识挑战赛”工作部署会，共同专题研讨计量科普工作。上海市质量技术监督局副局长季晓烨致欢迎辞。计量司司长谢军出席并作重要讲话。会议由中国计量测试学会副理事长兼秘书长马爱文主持。 谢军司长在发言中谈到，科普是使计量深入人心、社会化的一个重要手段。挑战赛有助于推动大家不断学习、找到差距、持续超越。从华东地区和长江经济带2015年开展的情况和提炼的成功经验看，参与人数多，年龄跨度大，影响面广，计量科普知识传播到全国31个省、自治区和直辖市，甚至涉及50个国家和地区，已经具备了在全国推行计量知识挑战赛的前期实践。加强计量通俗化、大众化宣传，全面总结华东地区和长江经济带11省2市计量达人挑战赛经验，组织开展全国计量知识挑战赛，是2016年计量重点工作之一，也是今年“5?20世界计量日”的一个重要工作。短期看是世界计量日的一个重要活动，长远来说更承载着今后计量普适性宣传的重任。他强调，要从提高全民素养的角度来看待计量科普活动，以平常心按照科普工作的内在规律去寻求科普的最好效果。他要求在聚焦挑战赛的同时，着眼于今年“5?20世界计量日”的主题——动态世界中的计量，紧扣《中国制造2025》、质量强国，结合中国计量发展的需要，在“十三五”围绕计量如何支撑国家经济和社会发展，贯彻落实好《计量发展规划（2013-2020年）》；要求与中国科学技术协会密切合作，充分发挥科协科普宣传的专长；要求大家通过研讨，从国家层面设计完善好全国计量知识挑战赛方案；在地方实践的基础上上升到全国层面时，不是简单上升，要分析处理好各地的具体情况和问题，充分发挥各地方的最大优势，通过活动积极调动各种社会资源；要求处理好行政和科普知识传播的关系，发挥政府引导和支撑作用后，要通过各种方式积极激发活动参与者的主观能动性。

原始性创新是21世纪分析化学面临的最根本挑战陈 洪 渊* 南京大学化学化工学院, 南京 210093 “创新”是推动科学技术与社会进步的法宝，是科教兴国的灵魂, 也是国家民族振兴的灵魂。本文从几个方面谈谈关于如何推动分析化学发展与创新的一点思考和浅见，与同仁们一起探讨。1.理念上更新促进原始性创新 毫无疑问，创新是科学技术和社会生产发展的需要，它将推动分析化学的发展和变革；分析化学的发展又将作用于科学技术和社会生产。分析化学在20世纪经历了三次重大变革，如今已进入分析科学时代。有识之士早就预言：“未来的21世纪是光明还是黑暗取决于人类在信息、能源、资源（材料）、环境和健康领域中科学和技术上的进步，而解决这些领域中的关键问题将是分析科学。” 这一认识已被越来越多的人所接受。分析化学在科学技术中不可或缺的作用和地位已是毋庸置疑的事实。上个世纪末“人类基因测序”被认为是一项像人类登月一样的伟大工程，在该工程面临进展缓慢的困难时，是分析化学家对毛细管电泳分析方法的重大革新，使这项伟大的工程得以提前完成，从而揭开了后基因时代的序幕。当前，后基因组学、蛋白质组学登上生命科学研究领域的制高点, 生命科学则成为主导科学。1999年比利时布鲁塞尔发生的饲料二恶英污染中毒事件引起全球消费者的恐慌，导致比利时内阁被迫集体辞职，当时也是分析化学家拯救了比利时。2002年获得诺贝尔化学奖的三位科学家都是因为率先建立了新的测定生物大分子的方法而获此殊荣。化学和物理学等诺贝尔奖的得主，约有1/3~1/4是提出创新测试方法的科学家。由此足见分析测试在人类科学技术和社会发展中的重要性。21世纪的四大科学领域，即：生命科学、信息科学、材料科学和环境科学，特别是生命科学与环境科学的发展, 向分析化学提出了更高、更严峻的挑战。尽管分析化学面对的门类繁多，分析方法千差万别，分析的对象五花八门，但总是要求：测定的方法更灵敏、更有选择性和专一性，获得的数据更准确、更快速，涉及的时空尺度更广阔，得到的信息更多维，测定的体系、环境更微小，所用的样品更微量等等；而且还要求遥感遥测、或在极端条件下或现场、在体、在线、无损检测等等。而其中灵敏、准确、快速、自动、智能则是任何时候都追求的永恒主题。当代分析化学吸收了现代各种科学技术领域的成就，利用任何可以利用的物质性质，用来改进老方法，创造新方法，使分析化学不断向时空延伸，扩大了人类的视野，解决了一个又一个实际问题，为科学技术发展和生产建设提供了有力武器。回顾分析化学的发展可以看出，每当一种新原理的应用或一种新方法的引入，诸如新的化学反应、化学平衡、界面现象、胶囊介质、固定化方法、吸附与脱附、萃取与反萃取、免疫反应、色谱、电化学、光谱（现象学）、传感器与传感技术、联用技术、专家系统、化学计量学、过程控制、图象检测、成像技术、软件平台、自动化技术、纳米科技、生化技术、PCR、激光和等离子体等等都导致了新方法的出现，为科学技术、国民经济和社会发展作出了贡献，同时也促进了分析化学学科自身的迅速发展。然而，一般方法的改进可以解决一些实际的分析问题，但这种适用面有限的个案，还只能说“旧瓶装新酒”、“老树开新花”。而基于新原理而建立和发展的新方法，则将形成新的生长点，推广应用到一大片，新理论也随之产生。这种创新才是源头的创新。如20世纪后期，基于微机电加工技术在分析化学中的应用而产生的微流控全分析系统，显示出巨大的优越性，从而成为一种极富生命力的生长点，这是一种源头的创新。随后提出的“Lab-on-a-chip”，即“芯片实验室”，乃是一种新的理念。一种新理念一旦形成，就会带来一片蓬勃发展的生机！当今，基于“Lab-on-a-chip”这一理念，国际上已经创办了新的杂志，并已定期举行了几届国际会议。这一研究领域在全世界迅速展开，它将分析化学带入一个全新的境界，将又掀起一场巨大的革命。回顾分析化学引起巨大变革的历史，莫不是因新方法导入引起整个理念的变化而形成的。要创新，首先还需要观念上的更新。在我国的科学界有时也会出现一种重科学轻技术的现象。科学与技术本是一对孪生兄弟，密不可分。固然这二者各有侧重，科学重在发现自然规律；技术重在利用自然规律来发明创造新手段、新工具，以解决生产、科技和社会的需要提出的问题。但两者互相依存，互为因果。分析化学既包含科学又包含技术，它拥有自己的理论体系和内涵，但它又是一门实验性、技术性很强的学科。本来，技术性强有什么不好？我国为了赶上先进国家的行列，1987年国家不是拿出巨额资金设立“863”计划，发展高技术吗？后来为了基础研究能紧紧跟上，在十年后又设立‘973’计划。化学本身就是一门实验性科学，它在20世纪作为核心科学为人类作出了重大贡献，这自然包含了分析化学的贡献。就以当今被认为是带头学科的物理学，也是理论物理、实验物理和计算物理，三分天下各居一。科学与技术互相依存、渗透、关联，各司其职，本来就不能分所谓谁重要谁不重要，谁高谁低的！其实，这一点谁都承认。可是在分配资源的时候，往往就有倚重倚轻之分了。以往，分析化学就因为手中不掌握产品而常受“冷遇”。事实上，世界上科技、生产越是发达的国家，越看得清分析化学学科发展的重要性。例如前面提到的美国在执行“人类基因组计划”过程中发现进展缓慢的原因时，有识之士立即加大对分析方法研究的投资力度，结果分析化学家引进阵列毛细管电泳而创造了基因测序大大提前的奇迹，这给人类带来何等的福音！被认为科技超级强国的美国，当今大约20万化学家中就有1/5为分析化学家，在各个技术部门尤其在生命和环境科学领域发挥着至关重要的作用，欧洲和日本也如此。我国的分析化学应当为科教兴国、奔赴小康，努力挑起重担，为实现国家的四个现代化作出更大的贡献。事实上，分析化学的创新任务特别艰难而繁重！分析化学家更需要敬业、执著，冲破禁锢，解放思想，自强不息，大胆创新。“创新”从某种意义上说是长期潜心、执着研究的积累在特定情况下的闪光，掀翻束缚而在目标方向上的突破，使科学和技术有了跳跃式的前进。创新既不凭空想象也不靠运气，而必然孕育于积累，而后才能产生灵感和跃进。当代科学技术的创新，还必须付出极为辛勤的劳动，是“十年磨一剑”的结果，甚至要花毕生的精力。总而言之，分析化学尤其在生命科学和环境科学中的重要性已毋庸置疑，分析化学是大有“创新”可为的；加大对分析化学的支持力度是推动分析化学发展以满足客观需要的必要条件。然而分析化学家更新观念亦非常重要，从理念上创新走向源头创新，这是分析化学发展的关键。我们相信，基金委对分析化学发展的重视正是基于战略上的思考。
