通常应该有另一个对应的Warning Limit。
Warning Limit是报警限，要引起注意了；Action Limit则是行动限，要采取措施了。比如在生产的过程控制中，如果目标值偏离你的Target，看偏离的多少，是超过Warning Limit还是超过Action Limit，则采取不同的措施来调整

這是EN71-9中的術語，有很多物質要求”Action Limit“，直譯是”限制行動“，我認為在這個標准中要表達的意思是”不可添加”即是不需要測試其含量是多少，只要求不添加該物質。

exposure是毒理学和流行病学上的常用词汇，含义与接触相似，但通译是“暴露”。我认为action limit不应从暴露、接触方面理解，而应从化学品的作用、行为角度考虑。至于正式译法，不详。

我更加相信它是类似于MRL、NOEL之类的概念

action limit is a midway point between target and control limit, so action limit indicate that everything still under control but is geting close to the control limit, so action limit can be thought as an early warming.
