ASTM Approves Strict Cadmium Limits for Children's Jewelry

The American Society for Testing and Materials (ASTM) International has approved a national Children's Jewelry Safety Standard that includes strict cadmium limits in children's metal and plastic jewelry. The Children's Jewelry Safety Standard includes test methods and limits recommended by the U.S. Consumer Product Safety Commission's (CPSC) migratable content limit for cadmium in children's metal jewelry, and will be effective in approximately six months.
Under the ASTM approach, children's jewelry — defined as items "primarily intended" for children 12 years and younger — would first be screened by a laboratory to determine if it contains more than 0.03 percent total cadmium. If amount is above the screening limit then migratable content testing shall be conducted.
The new ASTM standard also addresses other possible hazards in children's jewelry, including magnets, batteries, nickel, lead in paint and substrates, and other heavy metals in surface coatings.
Why It Matters
Metal and plastic/polymeric components must meet migratable limits for cadmium, if they fail an initial screen for total cadmium content. Materials that contain 300 ppm or less total cadmium do not need to be tested for migratable cadmium. Components that exceed the 300 ppm total screening limit must meet the following migratable or soluble limits:
Small parts components must meet the following requirements:
Plastics tested using the EN71:3 test method and not exceed 75 ppm.
Metals tested using the CPSC method CPSC-CH-E1004-11 and not exceed 200 µg.
Components that are not small parts, but may be mouthed will be tested to a modified version of the CPSC Standard Operating Procedure for Measuring Lead in Children's Metal Jewelry.
