美国联邦贸易委员会(FTC)提出一项提案,建议扩大目前的灯泡标签要求,以覆盖所有螺丝座、GU-10、G-24针式灯泡;并建议就发光二极管灯泡的光输出和色彩特征规定特定检测程序。2010年7月,FTC对《电器标签法规》进行修改,对中型螺丝座白炽灯、小型荧光灯、LED灯设定了新的标签要求(不符合2013能效标准白炽灯泡(即75瓦灯泡)和不符合DOE的2012年7月14日标准的反射灯泡均从新要求中免除)。新要求主要涉及“照明标签”("Lighting Facts" label)。该标签要求将于2012年1月 1日生效,主要向消费者提供灯泡亮度、年度能源成本、灯泡预期寿命、外观、瓦特数、是否含汞等相关信息。该法规首度要求位于包装前端的标签须以流明为单位(而非瓦特)标明灯泡亮度。在发布标签新要求时,FTC也对这些要求是否应适用于所有螺丝座灯泡(无论底座大小、灯泡尺寸、灯泡形状或技术),而不仅仅针对中型螺丝座灯泡、通用白炽CFL和通用LED产品征询了评议意见。根据评议意见,FTC决定扩大标签要求范围至所有螺丝座和某些针座灯泡,以便协助消费者作出购买决定。如果该提案被原样采纳,FTC将给予相关产品生产者至少两年半时间,以将新标签应用于其包装。相关方可在9月22日前,就该提案向FTC提交评议意见。
