Graduation certificate, marriage certificate, birth certificate are documents to certify something which have already been happened.
License is a document to certify that you are qualified or allowed to do something (i.e. if you have a driving license, you are allowed to drive a car)

“资格证书”之本义似乎较接近License(执照)
法律翻译的专业人士可能有更合适的翻译, 楼主也可以直接问问发证机构。
