http://www.sina.com.cn 2008年03月20日09:53 燕赵都市报 本报讯(记者齐欣)记者昨日从唐山市环境保护局了解到,2007年度唐山松下环境保护奖励基金即日起开始申报。 具体申报条件为:热爱环保事业,在环境污染综合治理、环保研究与开发、环境监测等方面做出突出贡献者;为唐山城乡环境建设做出突出贡献者;热心支持和参与环境宣传教育工作成绩优秀者。有意申报者可到所辖区域的环保部门领取申报表格,申报截止时限为2008年5月10日。届时唐山松下环境保护奖励基金管理委员会将从中评出奖励对象,并于“六五”世界环境日期间对获奖者予以表彰。 唐山松下环境保护奖励基金设立已有10年,10年间,唐山市政府对全市163位在新闻、环境教育、企业治污、城市建设及科学研究等方面为唐山的环境保护做出突出贡献的人员进行了奖励,共使用奖励基金22.6万元。
新华日报刊文:建议工资按比例缴生育基金 不生二胎退休后才能取划重点:文章中提出,“我国鼓励生育的措施可分为短期、中期和长期的应对政策。”[b]短期内[/b],应全面放开生育,优先发展幼教产业和公共托幼服务,加强国家义务教育体系。[b]中期内[/b],建立生育基金制度,并妥善利用好存量的社会抚养费,通过花费较小的经济手段来鼓励家庭生育;延长产假并建立育儿假制度;制定鼓励生育的住房政策,等等。[b]长期内[/b],待以上政策效应递减时,应充分发挥财税政策的调节作用,对多孩家庭和女性再就业的企业给予税收优惠,并对多孩家庭给予财政补贴。文章最后还建议,生育政策应充分考虑地区的差异性,中央应制定鼓励生育政策的基本框架和原则,各地政府可根据当地的生育率以及老龄化程度,制定地方性的人口政策。大家都对这个问题如何看待呢?说说?
