This standard is submitted and approved by the Ministry of Information Industry

This standard will be filed by the Electronic Standardization Institute of the Ministry of Information Industry

This standard is drafted by the Ministry of Information Industry

This standard is drafted by: YANG Mon, HAN Suoxian

    Introduction

At present, due to the function need and production technique, some electronic information products contain hazardous substances or elements, such as lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, and Polybrominated Diphenyl Ethers, etc. This standard regulates the marking for electronic information products to prevent serious impact to human health and environment caused by the above substances contained in products during usage and disassembly process after abandon, to meet the environment-friendly requirements, to maintain producers’ business’, and consumers’ legal right. This standard is formulated based on the “Administrative Measure on the Control of Pollution Caused by Electronic Information Products” and referenced to the international standards.

Marking for the Control of Pollution Caused by Electronic Information Products

    1 Scope

This standard regulates the marking for toxic and hazardous substances or elements in electronic information products, the environment-friendly use period, the recyclability, and the names of packaging materials.

This standard applies to electronic information products selling in the territory of China

    2 Normative Files

The articles in the following document, through the reference from this standard, become this standard’s articles. For any dated reference documents, the ongoing revisions are not applicable to this standard. However, it encourages research on the applicability of the latest version. For undated reference documents, the latest version applies.

    3 Terms and Definitions

The following terminologies and definitions apply to this standard.

    3.1 Electronic Information Products

Electronic information products, which are manufactured by using electronic information technique, refer to electronic radar products, electronic communication products, broadcast television products, computer products, household electronic products, electronic measuring instrument products, electronic products for professional use, electronic component products, electronic application products, electronic material products, etc. and their accessories.

3.2 Toxic and Hazardous Substances or Elements

Toxic and hazardous substances or elements refer to lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, Polybrominated Diphenyl Ethers (not including decabromo diphenyl), and other national regulated toxic and hazardous substances or elements contained in electronic information products

For the purpose of this standard, “contain” means the content of toxic and hazardous substances or elements exceeds the limits stated in the SJ/Txxx-2006.

    3.3 Producer

A producer refers to a natural or a legal person who manufactures electronic information products in the territory of China

    3.4 Importer

An importer refers to a natural or a legal person who imports electronic information products in the territory of China

    3.5 Environment-friendly Use Period

Environment-Friendly Use Period of Electronic Information Products refers to the period during which the toxic and hazardous substances or elements contained in electronic information products do not leak or mutate under normal usage. It is the period that using electronic information products by the user do not cause serious pollution to environment and damage to human life and property.

    3.6 Recyclability

Remanufacture process of waste electronic information product to its original or other usage. This does not include the method and process of energy recylcing through burning flammable waste.

    3.7 Packaging Materials

Packaging materials are a general term for containers, materials, and supportive materials using a certain technical method to protect products, to store and move products easily, and to promote sale.

    4 General Requirements

Electronic Information products sold in the territory of China shall label the mark for the control of pollution caused by electronic information products per this standard. If a mark cannot be affixed to a product due to the size or function of the product, a mark shall be described and included in the product instruction manual.

Subassemblies of electronic information products do not need to be marked by the purchased party. However, the purchased party shall provide all the marking required information (to the purchasing party). The purchasing party shall mark its electronic information products including subassemblies purchased.

5 Marking for the Control of Pollution Caused by Electronic Information Products

    5.1 General Rule

Electronic information products must bear the mark for the control of pollution caused by electronic information products based on this standard. The mark must be legible, visible, not easy to fade, indelible, and not to damage the function of electronic information products.

    5.2 Samples of Marks

    Figure 1 Figure 2

    5.3 Colors

Figures 1 and 2 can be in any prominent colors. A molded mark can be in the same color as the mold material.

    5.4 Specifications

    5.4.1 Mark Specifications

The ratios of Figures 1 and 2 are shown in Figures 3 and 4. The digits (number) in Figure 2 are used for demo purpose only. They should be replaced with the actual environment-friendly use period of the product. The ratios of the height of the digits, the inner diameter of the circle, and the outer diameter of the circle are 5:8:12.

    Figure 3 Figure 4

    5.4.2 Mark Specifications

A manufacturer or an importer should choose a proper size of a mark based on the size of the electronic information product and its components. The minimum size of the mark is 5x5mm2.

    5.5 Marking Requirements

5.5.1 Adding a mark as shown in Figure 1: the mark for the control of pollution caused by electronic information products can be molded, sprayed, affixed, and printed directly to the products or indicated in the product instruction manual.

5.5.2 Adding a mark as shown in Figure 2: If the maximum surface area is greater than 5x103 mm2 with regular shape, the mark for the control of pollution caused by electronic information products shall be molded, sprayed, affixed, and printed directly to the electronic information products. If the maximum surface area is less than 5x103 mm2 or irregular shape, the mark for the control of pollution caused by electronic information products doesn’t need to be directly marked on the product. It shall be indicated in the product instruction manual.

Note: extreme thin wires and cables with large surface area are examples of irregular shape.

    5.6 Mark Location

The mark for the control of pollution caused by electronic information products must be labeled in a prominent location of the product, such as the front, the side, and the back of the product. If a mark cannot be labeled in a prominent location of the product due to the function or exterior design, etc., a mark shall be labeled in a location that is visible to a user during usage.

6 Indication of Toxic and Hazardous Substances or Elements

    6.1 General Requirements

Electronic information products shall indicate, according to this standard, if the products contain toxic and hazardous substances or elements. If a product does not contain toxic and hazardous substances or elements, a mark as shown in Figure 1 shall be labeled. If a product contains toxic and hazardous substances or elements, a mark as shown in Figure 2 shall be labeled, and the names and content of toxic and hazardous substances or elements shall be provided in the product instruction manual according to this standard.
