From the result of searching with Google, it seems that “Telephone Support Engineer” is not a common term in the English speaking countries.)

Support Engineer or Technical Support Engineer is common term. Their duties include providing support to the customers in person and / or providing remote support via email / telephone. I think that they are generally called Support Engineer rather than Telephone Support Engineer in English speaking countries.
By the way, another translation of Support Engineer is 支援工程师

Sometime, English demands for more precise description of the role. Support engineer is the most generic form. Depending on the scope of support, it can be "application" support engineer, "technical" support engineer, "operation" support engineer, etc.
It's not a common practice to incorporate the mode of support directly into the position. There could be some wordings like on-site support engineer, online support engineer, etc.
So, can't say telephone support engineer is right or wrong. However, it only indicates the mode of support, but not the scope.
