一般来说,给出示值误差△的测量不确定度U95或k=2时的U与评定测量仪器的最大允许误差的绝对值(MPEP)之比小于或等于1:3时,合格与否的评定可忽略示值误差△的测量不确定度,此时
合格判据为:|△|<= MPEV
不合格判据为:|△|>MPEV
当给出示值误差△的测量不确定度U95或k=2时的U与评定测量仪器的最大允许误差的绝对值(MPEP)之比不满足小于或等于1:3时,合格与否的评定不可忽略示值误差△的测量不确定度,此时
合格判据为:|△|<= MPEV - U95
不合格判据为:|△|>MPEV + U95
待定区:MPEV - U95 <|△|>=MPEV + U95 此时不能判定合格与否。

如果依据计量检定规程对测量仪器进行评定,是不是就不需要考虑示值误差△的测量不确定度?

“不需要考虑对示值误差评定的测量不确定度影响”because of the principle “规程对评定方法、计量标准、环境条件等已作出规定,并满足检定系统表量值传递的要求”. Therefore, no matter the “规程” is called JJG, or JJF, BS, ASTM, ISO……, “不需要考虑对示值误差评定的测量不确定度影响”as soon as the conditions of the above principle is fulfilled.
I have used BS and ISO to calibrate the universal testing machines for many years, uncertainty has never been applied in evaluating the grading of the machine.
