这篇ASTM标准中还有一句这样的话
Prepare duplicate specimens of the

paint to 1 mg. Pipet 2 mL of TEAB internal standard solution
(see 6.4) into the paint and thoroughly mix.

weight 10.00g与 to 1mg 即0.001g没什么冲突，前面是称样量，后面是精确至。

This means that since it is approximately 10.80 g, 10.804, 10.803, 10.802……10.799,…… 10.795 g are all acceptable, but the measurement of the sample weight should be accurate to 0.001 g (i.e. 1 mg).
