Certification does not refer to the state of legally being able to practice or work in a profession. That is licensure.

Certification 和licence更相近吧，两者交替使用很多

There are exceptions, for example, the accountant bearing the legal status in United Kingdom is Certified Accountant.

同一个字, 在不同的行业会有不同的习惯用法。 在同一行业, 用词必需准确, 以免引起误解。 但跨行业或没特指某一行业时, 不宜太拘泥。 For example:

In pharmacy, “validation” is different from “verification”. However, in the “International vocabulary of metrology (VIM)_JCGM 200-2008”(an important document in metrology issued by BIPM), “validation” is nearly equivalent to “verification”.
