中国电子信息产业发展研究院（工业和信息化部赛迪研究院）是直属于工业和信息化部的一类科研事业单位。成立二十余年以来，秉承“信息服务社会”的宗旨，坚持面向政府、面向企业、面向社会，致力提供决策咨询、管理顾问、媒体传播、评测认证、工程监理、创业投资和信息技术等专业服务，在此基础上，形成了咨询业、评测业、媒体业、信息技术服务业、投资业五业并举发展的业务格局。其中，作为中国电子信息产业发展研究院咨询业的主要载体，赛迪智库专业从事软科学研究工作，积极开展基础研究、预先研究和对策研究，致力为政府提供决策咨询和支撑服务，已逐步成长为中国工业和信息化领域的知名思想库。赛迪智库目前已有 为了积极参与减缓全球气候变化进程，推进和引导低碳经济发展，中国环境标志产品认证中心最近开始开展低碳产品认证，将引导中国“绿色消费”新趋势。 　　近日在贵阳举行的“全民环境教育论坛”上传出消息，作为一种环保、节能的新型消费方式，“绿色采购”引领的“绿色消费”模式自本世纪初传入中国后，在政府和民间引起广泛关注，我国逐步把绿色采购由一个环境保护理念转变成了政府和民间积极参与的保护环境实际行动。 　　环境保护部科技司有关官员说，目前中国在政府公共性采购、企业生产性采购和家庭消费性采购等环节中，都在大力推行绿色采购和消费。所谓绿色采购和消费就是拒绝采购在生产、流通、消费、回收利用等环节大量消耗资源能源、严重污染环境的商品 选择采购那些资源能源利用率高，生产过程清洁，使用清洁能源和清洁原料，废物产生少，环境污染小或者没有污染，有利于保护环境和人体健康，使用后的废物有利于回收再利用的产品。 　　上述官员指出，中国政府为了引导民间绿色消费行为，2003年颁布实施《政府采购法》中，正式将绿色采购的概念引入政府采购行为中。2006年10月，财政部和原国家环境保护总局联合发布《关于环境标志产品公共机构采购实施的意见》和《环境标志产品公共机构采购清单》，进一步明确了政府部门绿色采购的原则、程序、范围等，使绿色采购活动在各级政府普遍开展。 　　中国环境保护产业协会联合各行业组织，共同推出了"绿色之星"产品评价计划，引导企业在研发环境友好型产品方面积极进行科技创新。环境标志产品认证中心开展环境标志产品认证，为制定政府绿色采购产品清单提供服务。“低碳产品认证”将引导绿色消费新的方向。 　　据悉，为推动政府绿色采购工作，中国已颁布71项环境标志标准，形成1000多亿元人民币产值的环境标志产品群。据不完全统计，2007年，政府采购节能环保两类产品总额达164亿元，占同类产品采购的84.5%。在政府部门引导和带动下，绿色消费得到社会各界响应，形成“消费引导生产、生产紧跟消费”的良性循环，有效促进了生产领域和消费领域的绿色化。
