Rice planthopper is an important rice insect in China, often prevented and controlled with high-toxic pesticides such as methamidophos. Since Jan. 1st, 2007, five high-toxic pesticides including methamidophos have been forbidden in China. Therefore nationwide experiments on alternatives of methamidophos have been conducted to evaluate their effects in preventing and controlling of rice planthopper and to study the relevant techniques, thus providing scientific basis for choosing, demonstrating and spreading the alternatives of high-toxic pesticides and the relevant techniques on a large scale.

防治用control就可以了，还有five high-toxic pesticides are forbid-used in national agriculture是不是可以？

forbid-used用法不对，其它是可以的。另外thus providing scientific basis for choosing, demonstrating and spreading the alternatives of high-toxic pesticides and the relevant techniques on a large scale.这里面其实可以把of high-toxic pesticides去掉，因为从上下文都能知道这里的alternative是什么意思

英语基础太差，看不明白

后面的大面积示范和推广指的是前面的替代品种和配套技术，反过来就是说大面积示范和推广的内容就是替代品种、配套技术，中心内容是科学依据
这一句providing scientific basis for choosing, demonstrating and spreading the alternatives of high-toxic pesticides and the relevant techniques on a large scale.好像是说选择、示范、推广应用都是依据了，不知道这样理解对不对

这句话里的to不能省，因为evaluate、study和provide引导的都是状语，to省略后意思就变了。另外used to control of应该把of去掉，要么是used to control，要么是used for controlling of.
