I had read a sentence“this is a matter of public awareness”(这是受公众关注的事项), and I think that the above may be translated as 消费者对食品安全的关注与感知.

Since awareness also means意识, 警惕, 兴趣, 注意, 了解, 觉悟……, there may be other translations depending on the context of the article.
