另,我觉得"开题报告"还可以用"kick-off report",但这个词在中文网页里查不到,国外的网页里倒是有很多.项目启动时开的会议叫kick-off meeting,所以我觉得kick-off report也应该是开题报告的意思.感兴趣的朋友可以讨论一下.

这个基础翻成fundamental是不是好点

呵呵,欢迎讨论!我觉得都可以.fundamental侧重于"根本的,原则性的",比如the fundamental interest of all countries各个国家的根本利益;而foundation侧重于"坚实的."

I think:
Foundations is better, e.g., a very popular materials textbood in USA is called "Foundations of mateirals Science and Engineering".

In fact, this kind of transfer is used for application. So, you should following the US's or other English speaking country's course title. In some case, you, even, cannot transform the Chinese title lierally into English. You should transfer it according to its content.

For example: "开题报告“, there is no this kind of course. It usually requires the student give a presentation, and the committee members qualify the student's work. So, you can transfer it as "Master or PhD oral qualify exam".

非常赞同你这个观点：翻译要符合相关国家的语言习惯。不过开题报告不是你理解的这个意思。开题报告是当课题方向确定之后，课题负责人在调查研究的基础上撰写的报请上级批准的选题计划。它主要说明这个课题应该进行研究，自己有条件进行研究以及准备如何开展研究等问题，也可以说是对课题的论证和设计。
